The New York City Department of Finance has no quality assurance checks apart from in-person inspections done by visits to each individual home. Desktop review of high resolution street level images is an effective replacement for on-site inspections, but still requires manual labor. Four convolutional neural nets were trained on labeled images queried from Google Street View. The classifier trained on the fewest, but most high quality images performed the best (screened images and ground truth labels).
